DALLAS (AP) — U.S. officials warn that it could take years to make progress on a massive new river dam in the Central American nation of Guatemala that will limit flooding along the river's main flow.

The federal government is working on a $19 billion contract to construct the dam that will keep the river flowing for more than 120 miles in one direction and six upstream and nine downstream, where it feeds into the Amazon, the Amazon River's main source. It's built partly to stop the flooding caused by decades of drought and floods that have plagued the region for years.

The main goal of the $19 billion contract is to improve water supplies along the river as Guatemala tries to meet an international commitment to cut its emissions of greenhouse gases by 50 percent by 2030.

The United States has agreed to fund half of the $5.7 billion investment over the next four years from its Climate Change Fund, part of its efforts to boost the U.S. economy. The next two years will be spent on monitoring and managing the flooding, including water monitoring, water supplies and the potential loss of floodplain habitat.

The National Parks Service has also contracted for the work, which includes two major dams along the river, a hydrological pumping station to manage rainwater runoff in its valleys and a wastewater treatment plant.

The Guatemala National Environmental Protection Agency signed a two-year agreement in December with Rio Tinto for $2 billion. The $1.1 billion deal is funded through an international climate change program supported by the State Department that provides money in the form of grants to countries around the world.

The $19 billion contract involves construction of a 2,100-foot-long river, with nine reservoirs, water-management plants and a power plant. All construction of the dam, including construction of three additional reservoirs, is scheduled to be completed over a 40-year period, according to officials familiar with the construction of the project.

The United States has given Mexico more than $8 billion in annual climate and water financing for infrastructure projects. The deal with the Mexican government "demonstrates our willingness to be part of what they're trying to do on climate change and helping them to move toward a low-carbon economy and to meet their obligation under the Paris Agreement to reduce emissions," said the U.S. State Department's U.S. climate and environment officer, Bill Monahan.

The government of Guatemala said Wednesday that it still needs $4.3 billion for the dam for years to come.

"We think that we have met that goal, but the remaining money needs to be made available now," said Agustín Castilla, a senior official in Guatemala's National Environment Agency

The birth rate in the Kimberley region of southern South Africa has been on a steady decline for 10 years, and experts are expecting the trend to continue.

More than 60 per cent of the population of about 14.7 million live within three hours' drive of a metropolitan city and the region's population is already forecast to grow by 2.9 per cent a year, the Kimberley People's Party told a health conference on Monday.

K-Pop star Yoo Mi Soo told delegates attending the conference that an epidemic of teenage pregnancies in the area had prompted him to form the party in December last year, and has made K-Pop the most popular youth group with young South Africans, according to Reuters news agency.

While the government has worked to reduce the number of teen births and maternal deaths in the region, some researchers believe the situation is even worse than they have previously estimated.

The birth rates in the Kimberley are the highest in South Africa, but a large proportion of girls in their 20s are still not able to be pregnant before the age of 30, according to the Kimberley People's Party.

A spokesman for the regional health authority said teenage pregnancies would increase under "a strong government and better social care programme", and that the number of teen births would not increase if K-Pop's "beautiful song" didn't reach wider audience.

"That song is that it's all about us, that everyone has a role to play. That's what gives life meaning," said Mr Chibanda who was standing outside the conference hall in Zwane.

The minister of health said the government had introduced measures such as a reduction in teenage pregnancies, which would have a knock-on effect on health.

He said a lack of public education and awareness of health issues in the region was partly to blame.

"The majority of South Africans don't know that you get a birth rate that's higher than other regions," the minister said.

K-Pop is not the only group on K-pop's hit US pop band, FKA twigs, who recently returned from a run in the USA.

Yoo Mi Soo, whose song The Monster (불범 마당), was certified Platinum worldwide by the International Federation of the Phonographic Industry last month, has also revealed that his baby was the result of illegal abortion and his first baby, who was born premature.

He said the music industry's reputation was under attack from a "bigger and bigger crowd".
